HANOVER PARK CONDOMINIUM ASSOCIATION GENERAL RULES

In order that all Unit Owners are treated fairly and equally, and in order to keep the community a beautiful and desirous place in which to live, the Condominium Association has set forth the following Rules and Regulations:

1. No unit will be used for any purpose other than as a private residence, except as otherwise provided in the Master Deed. (Contained as a Restriction in Master Deed Article 12(a)).

2. It is against the New Jersey State Fire Code Law to use gas or charcoal grills within the community. The Fire Code states: "Portable LP gas cooking equipment such as barbecue grills shall not be stored or used on any porch, balcony or any other portion of a building; within any room or space of a building; within five feet of any combustible exterior wall; within five feet vertically or horizontally of any opening in any wall; or under any building overhang." Natural gas line hookup is allowed as long as it is professionally installed. Documentation from P.S.E. & G is required. Electric grills are also permissible.

3. No exterior addition, change, modification or alteration of any kind may be made to any unit or to the common areas in the community without the written approval of the Architectural Committee (ACC). The same rule applies to interior modifications, other than minor repairs, improvements or decorating. Written approval by the ACC is required before applying to the Town for a building permit. (Contained as a Restriction in Master Deed Article 12(p)).

4. Residents are not permitted to hang or display any clothes, sheets, blankets, rugs or laundry of any kind on the outside of window sills, walls, decks or balconies of any buildings or in the parking areas. No clothes poles, lines or racks may be installed temporarily or permanently and nothing may be hung outside for drying or airing. (Contained as a Restriction in Master Deed Article 12(g))

5. No exterior radio, television or electronic antenna or aerial will be erected, maintained or operated upon any of the buildings. No exterior loudspeaker or unshielded floodlight will be installed or used in any exterior area of any unit. (Contained as a Restriction in Master Deed Article 12(i))

6. No picnicking or partying is allowed on the common areas unless approved by the board.

7. No playground equipment or tables, benches, chairs etc. may be installed seasonally or permanently on the common areas. Bicycles and strollers may not be stored in the common area stairwells. (Contained as a Restriction in Master Deed Article 12(b)).

8. No flags or banners may be displayed outside of units with the exception of the American Flag, which may be flown for a period of 36 hours on national holidays.(This Rule is an exception to the Restriction contained in the Master Deed Article 12 (g)).

9. No Unit Owner or occupant will plant, build, place or maintain any matter, thing or structure in the Common Elements without prior written consent of the Association. Owners or occupants will not paint nor otherwise decorate to change the appearance of any portion of the exterior of any Unit.

10. The Association grants its approval and consent to all Unit Owners to display or install plants in the ground adjacent to their unit provided:
1. All in-ground plants and flowers are placed with the existing mulched area and also sufficiently removed from the lawn to allow mowing and maintenance of the grass;
2. All plants and flowers in the ground planted by Unit Owners are maintained in good condition by the Unit Owner, including removal of weeds, watering, spraying, etc.;
3. Any dead or dying plants and flowers are to be removed and disposed of by the Unit Owner.

11. Hanging baskets, flower boxes and pots are permitted on decks and balconies but not on walkways, lawns, etc. Small flower containers must be weighted or secured to prevent being blown about. At the end of each growing season plants must be removed from containers, and all pots, except heavy ones, must be moved inside the unit. ('This Rule is an exception to the Restriction contained in the Master Deed Article 12(i)).

12. No garden ornaments, regardless of size may be placed in or on the common elements and the use of artificial plants and flowers are not permitted. (This Rule clarifies the Restriction contained in the Master Deed Article 12(i)).

13. Holiday decorations and lights are permitted with the exception of the front entrance railings provided that all decorative temporary lighting is Underwriters Laboratory (UL) approved for outdoor use. All exterior decoration are removed no later than two (2) weeks following the holiday. (This Rule is an exception to the Restriction contained in the Master Deed Article 12(I)).

14. No signs of any kind will be placed in or on windows, doors, terraces, facades or other exterior surfaces of the buildings or Common Elements except as provided in the Master Deed. (This Rule Clarifies the Restriction contained in the Master Deed Article 12(g)).

15. No vegetable gardens are permitted except as the Association may allow in certain designated areas of the Common Elements. (This Rule clarifies the Restriction contained in the Master Deed Article 12(i)).

16. Each Unit Owner shall be responsible for maintenance, repair and replacement of all windows and the front door of his Unit. (Contained as a Restriction in Master Deed Article 12(j))


17. No notices, bulletins, signs, etc. may be affixed to Post Office mail boxes. (Contained as a Restriction in Master Deed Article 12(j)).

18. No business, trade or profession shall be conducted in any Unit. (Contained as a Restriction in Master Deed Article 12(a)).

19. No noxious activity will be carried on in any Unit or in the Common Elements, nor will anything be done, either willfully of negligently, which may be or become an annoyance or nuisance to the other Unit Owners. (Contained as a Restriction in Master Deed Article 12(a)).

20. Unit Owners and occupants will exercise extreme care about making noises or playing music, which may disturb other Unit Owners.

21. Sunbathing is restricted to areas behind owners units and at pool side. (This Rule clarifies the Restriction contained in the Master Deed Article 12(i)).

22. Residents are prohibited to use rock salt (Sodium Chloride) as an ice melt on walkways. Calcium chloride or magnesium chloride may be used along with the containers the Association provides. ('This Rule clarifies the Restriction contained in the Master Deed Article 12(i)).

23. Appropriate window treatments must conform with the integrity of the community.

24. Owners must notify the Association via the Property management Office (973-267-9000) of the pending sale of their unit. (This Rule clarifies the Restriction contained in the Master Deed Article 12(h)).

25. Garage, yard or tag "sales" are not permitted to be held within the community. (This Rule clarifies the Restriction contained in the Master Deed Article 12(a)).26. Only small "Open House" signs are permitted to be displayed outside units on weekends between the hours of 12:00 p.m. and 5:00 p.m. "For Sale" signs are not permitted on the common areas of the community or in the windows of the unit. ('This Rule clarifies the Restriction contained in the Master Deed Article 12(I)).

RULES AND REGULATIONS GOVERNING UNIT OCCUPANCY

LEASING RULES:

1. No portion of the unit, other than the entire unit, may be rented except as permitted in the Master Deed and not for a period of less than six(6) months. (Contained as a Restriction in Master Deed Article 12(r)).

2. Each unit owner leasing a unit will provide a true and complete copy of the executed lease to the Association (through its designated management agent) within seven (7) days following the completed execution of the lease and, in any event, prior to the commencement date of the lease. (This Rule clarifies the Restriction contained in the Master Deed Article 12(r)).

3. Every unit owner must provide the address and telephone number of the tenant(s) residing in the unit.

4. No lease may be assigned and no unit may be sublet unless the assignee or subtenant complies with the provisions of these rules.

5. Additional Rules and Regulations concerning owner's and renter's responsibilities are set forth in the Master Deed and the Association's by-laws (a part of the "Public Offering Statement ").

6. Owners who rent their units are responsible for apprising their tenants of the Rules and Regulations set forth by the Condominium Association and are liable for any fines imposed on their tenants by the Association. (Contained as a Restriction in Master Deed Article 12(r)).

RULES GOVERNING GARBAGE, RUBBISH AND DEBRIS

1. No portion of the condominium property shall be used or maintained for the dumping of rubbish, debris or garbage. (Contained as a Restriction in Master Deed Article 12(e)).

2. Trash and garbage shall be kept in sealed plastic bags and placed in the appropriate containers. (This Rule clarifies the Restriction contained in the Master Deed Article 12(e)).

3. Garbage is not to be placed outside of the container, or on the ground, or stored temporarily outside of your unit.

4. Disposing of bulk items (mattresses, furniture, boxes etc.) is permitted at Hanover Park prior to each Wednesday. Items should be placed on the dumpster pads (adjacent to the trash bins) before the Wednesday pickup by the township.

5. Garbage pickup up is scheduled for Tuesday & Friday of each week.

6. All lids must be closed after disposing of garbage.

7. Please dispose of hazardous materials; car batteries, tires, etc; at the Hanover Park Municipal Recycling site. Phone number for site is 428-3063. Hours for drop-off are, Wednesdays - 8:00 A.M. to 3:30 P.M. and Saturdays - 8:00 A.M. to 4:00 P.M.

RULES GOVERNING PARKING AND OPERATION OF VEHICLES

1. All vehicles must be registered with the Association and must display the registration sticker on the vehicle at all times. A form for each vehicle must be submitted to the Management Company (Taylor Management). Vehicle changes are the responsibility of the unit owner to notify Management.

2. A speed limit of 25 MPH has been established for travel on Nike Road.

3. Vehicles must be parked on Nike Road in the direction of the traffic flow.

4. No parking allowed within 25 ft of an intersection when there is no "Stop" sign.

5. No parking is permitted within 10 feet of a fire hydrant.

6. No parking is permitted in front of the mailboxes.

7. Vehicles must be parked no more than twelve (12) inches from the curb.

8. Vehicles not properly parked may be towed away (at owner's expense) at the discretion of the Association.

9. No vehicles larger than the size of a panel truck, no mobile homes, recreation vehicles, boats, boat trailers or the like may be parked within the community except designated areas for which a parking permit must be obtained from the Association office. (Contained as a Restriction in Master Deed Article 12(d)).

10. Vehicles bearing commercial insignias, or business logos are not allowed to park overnight within the Community. Violators will be towed away at their expense. (This Rule clarifies the Restriction contained in the Master Deed Article 12(d)).

11. Residents are responsible for informing guests and workmen of parking rules.

12. When snow is two inches or more, owners must move their car out of the cluster when the snow contractor arrives and beeps his horn to announce he will be clearing the cluster.

13. Storage of inoperative, abandoned and/or unlicensed motor vehicles on the Common Elements is prohibited. Such vehicles will be towed at the owner's expense.

14. Vehicles are not allowed to back into any parking space.

15. Parents are responsible for the safety of their children. Ball playing in the parking lot is prohibited.

RULES GOVERNING HARBORING PETS

1. No unit within the community may harbor more than one (1) household pet. Only dogs, cats or other customary household pets are permitted, provided that they are not kept, bred or maintained for any commercial purpose and are housed within the unit.(Contained in Master Deed Article 12(c)).

2. No outside pens, unsupervised leashing, runs, stakes, posts, cages or yards shall be permitted. Dogs outside the unit must be accompanied by a responsible person over the age of twelve (12) and the animals must be kept on a leash not more than six (6) feet long. ('This Rules clarifies the Restriction contained in the Master Deed Article 12(c)).

3. Pet owners must carry proper equipment (pooper scooper, plastic bags, etc.). It is the responsibility of the pet owners to walk their animal on a leash along the private roadways and not on the lawn areas. Pet droppings must be picked up immediately, properly bagged and disposed of by the person walking the animal. Disposal of animal feces in storm sewers is prohibited.(It is the owner's responsibility to the Community to see that this is done at all times.)

4. No resident may own, keep, harbor or maintain any pet that habitually barks or cries between the hours of 10:00 p.m. and 7:00 a.m. or that by frequent noise creates a nuisance.

5. Each and every unit owner or occupant keeping or harboring any household pet(s) shall bed deemed to indemnify the Hanover Park Condominium Association and each of its members and hold them harmless against any loss or liability of any kind whatsoever arising from or growing out of keeping or harboring such household pet(s).

POOL RULES AND REGULATIONS

Residents must be in good standing, current in their account status, to gain access to the pool.

Pool Hours 10:00 am to 8:00 pm. The Pool will be open on weekends ONLY beginning Memorial Day Weekend until the third week in June. The pool will be open daily beginning the third week of June and close on Labor Day Monday. If you arrive at the pool and no lifeguard is present, please call Imperial Pool Management 908-236-2800. All terms, covenants, conditions, provisions and agreements of the Association’s Master Deed and By-Laws shall apply to the use of the swimming pool facilities to the extent that they are relevant.

- Badges must be presented when entering the pool area, and worn/provided at all times, by residents and guests.
- The Lifeguard shall have full authority to enforce the rules and regulations.
- No person is permitted to enter the pool filter room at anytime other than the lifeguard.
- Children under the age of 13 must be accompanied by a person over age 15, at all times. Unsupervised children will be asked to leave.
- Parents are responsible for the safety of their children.
- Children in diapers must wear rubber pants over their diaper.
- All persons using the pool facilities do so at their own risk. The Condominium Association assumes no responsibilities for personal injury, loss, or damage to personal property within the pool area. Unit owners are responsible for the actions of their tenants, children and guests.
- Pets are not permitted in the pool area at any time.
- NO DIVING
- Horseplay, ball-playing, loud music, running, shouting or rough play is not permitted.
- Tubes, toys and water toys are allowed in the kiddy pool only. Lifejackets and armed flotation devices will be allowed.
- No Glass. No alcoholic beverages.
- Light food is permitted at the picnic tables. Please clean up after use.
- NO SMOKING IS PERMITTED IN THE POOL AREA. Ashtrays are provided outside the pool area.
- Decisions of the Lifeguard are final.
- Pool Chairs, personal property, etc. are not to be left overnight in the restrooms or any other part of the facilities. The Association is not responsible for any items left overnight.

THE POOL MAY NOT BE USED AT ANY TIME UNLESS A LIFEGUARD IS PRESENT.

Wading Pool Rules and Regulations

- Parents are responsible for the safety of their children.

- Children in diapers must wear rubber pants.

- All persons using the wading pool facilities do so at their own risk. The Condominium Association assumes no responsibilities for personal injury. Parents are responsible for the actions of their children and guests.

- Tubes, toys and water toys are allowed in the kiddy pool as long as there are not too many children in the pool. Parents should cooperate in carrying out this rule.
- IN CASE OF EMERGENCY, IMMEDIATELY NOTIFY THE LIFEGUARD ON DUTY. THE LIFEGUARD IS RESPONSIBLE FOR GUARDING THE MAIN SWIMMING POOL AND MONITORING THE WADING POOL, ONLY .

- THE DECISION OF THE LIFEGUARD IS FINAL.

- THE WADING POOL MAY NOT BE USED AT ANY TIME UNLESS A LIFEGUARD IS PRESENT IN THE MAIN POOL AREA
